No certificate of military status shall be issued for the following categories:

• To non-submissives, until their transition to a category legally located outside the EDs, and to deserters.
• Those serving for primary, reserve or alternative service, as well as female personnel performing voluntary military service. They shall be issued with a certificate by the unit to which they are assigned or by the body to which they have been assigned.
