Authorised users of local authorities can submit the first version of the Sustainable Urban Mobility Plans (SUMPs) for consideration, characterisation and monitoring.
The obligation to submit SUMPs is:

• first-level local authorities with a permanent population of more than thirty thousand (30 000) inhabitants and first-level local authorities, irrespective of their population, if they fall within the areas of competence of the Athens Urban Transport Organisation (OASA) and the Thessaloniki Transport Organisation (OSETH);
• all second-degree local authorities
